	LAND AND NATURAL RESOURCES     Land is central to most environmental protection and use issues. Since land is also the key natural resource providing livelihoods and the basis for a variety of industrial uses, it is unsurprisingly the key resource around which conflicts coalesce. Rights to land thus play a central role in environmental policy even if the two do not always seem to be directly related.
